Whenever a water user may desire to change the location of a water meter or to install a remote meter reading device, the user shall apply to the Director of the Department of Public Works to perform the work. The user shall pay the city an amount equal to the cost of labor and materials as determined by the Director. However, nothing in this section shall preclude the city from paying for the work when the Corporate Authorities may deem it necessary or expedient to improve the operation of the water system.
