(A) No water provided by the Department of Public Works shall be turned on for service into any premises by any person but the Director or some other person authorized by him to perform this service.
(B) Application to have water turned on shall be made in writing to the Office Manager and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions governing the use of the city water system by the applicant. The application shall be accompanied by a service deposit if required by § 53.04.
(C) The City Council has hereby established a "Utility Billing Policy" form which summarizes various sections of this code as they pertain to utilities provided by the Public Works Department. Applicants shall receive such policy when they submit the written application for city water and will acknowledge the receipt of such policy on the application form as well.
