For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
CITY WATER SYSTEM. The entire physical property of the city used in raw and treated water storage, pumping, purification and distribution. The CITY WATER SYSTEM shall be under the general management and control of the Director of the Department of Public Works.
