The solid waste hauler shall use exclusively enclosed leakproof packer-type disposal truck bodies for the collection of all residential, commercial and industrial solid waste. For the collection of refuse and rubbish, the hauler may use enclosed truck bodies so designed and covered as to prevent the scattering of refuse and rubbish from the truck.
