§ 50.15  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AGREEMENT.  An exclusive contract with a solid waste hauler for the collection, removal and disposition of solid waste in the city.
   CITY.  The City of Villa Grove, a municipal corporation situated in Douglas County, Illinois.
   CITY COUNCIL.  The governing body of the city and successors to the legislative powers of the present City Council.
   COLLECTION.  Includes the act of physically picking up, removing and transporting solid waste from 1 location to another.
   DISPOSITION.  The act of final disposal of solid waste which shall include, but not be limited to incineration, resource recovery, conversion to energy or landfill.
   GARBAGE.  Wastes resulting from the handling, preparation, cooking, and consumption of food and also wastes from handling, storage and sale of produce.
   HAULER.  Any person, partnership, corporation, or other entity engaged in the collection and disposition of solid waste under this subchapter.
   REFUSE.  Combustible trash, including, but not limited to paper, cartons, boxes, barrels, wood, excelsior, tree branches, yard trimmings, wood furniture and bedding.  Also, noncombustible trash, including but not limited to metals, tin cans, metal furniture, dirt, small quantities of rock and pieces of concrete, glass, crockery, or other mineral waste.  Also street rubbish, including but not limited to, street sweepings, dirt, leaves, catch-basin dirt, and contents of litter receptacles but refuse does not mean earth and waste from building operation, nor shall it include solid waste resulting from industrial processes and manufacturing operation such as food processing wastes, boiler-house residue, lumber scraps and shavings.
   SOLID WASTE.  Includes ashes, garbage and refuse and also includes all other types of solid waste.
   SOLID WASTE BUSINESS.  The collection, removal and disposition of all solid waste as defined herein.
