(A) All persons or entities within the corporate limits of the city shall use a means of removal and disposal of general refuse and garbage generated as a result of their habitation of the city which is acceptable to and approved by the City Council.
(B) The use of the services of the city’s exclusive franchise holder shall be an acceptable means of removal and disposal of general refuse and garbage.
(C) Any reasonable alternative methods of removal and disposal of general refuse and garbage may be used, provided the alternative means:
(1) Does not conflict with the general public, safety and welfare of the community;
(2) Does not conflict with the exclusive franchise agreement for removal and disposal of general refuse and garbage heretofore entered into by the city;
(3) Does not conflict with federal, state or local laws or regulations; and
(4) Is approved by the city in writing.
