(A) It shall be unlawful for any person, firm or corporation to deposit or place any garbage, rubbish, or trash in any alley, street or other public place within the city; nor shall any person, firm or corporation deposit or place any garbage upon private property, whether owned by the person or not, within the limits of the city, unless the same shall be enclosed in a suitable container.
(B) It shall be unlawful for any person, firm, or corporation to place trash containers or recycling bins on city easements or in front yards except during the hours between the following times: beginning at 6:00 p.m. of the day prior to trash pickup and 10:00 p.m. of the day of trash pickup.
