Each employee of the city is assigned to a department, and his or her supervisor shall be the head of that department. For purposes of the Personnel Code, the departments of the city are as follows: City Hall, Fire, Police and Public Works. Department heads may lend department employees to other departments; in such cases, the supervisor of the employee shall be the department head of the receiving department for the duration of the assignment.
