§ 37.014  ADDITIONAL POLICIES AND REGULATIONS.
   (A)   Changes in regulations.  The regulations may be changed, amended, or supplemented at any time by the City Council.
   (B)   Solicitations.  Solicitation of funds of any character or for any purpose whatsoever will be permitted by and of city employees on the job only with expressed approval of the department head or Mayor.
   (C)   Purchasing.  All purchases in excess of $300 must be approved by City Council. Department heads will be responsible for enforcing the city's purchasing policy.
   (D)   Energy conservation.
      (1)   All department heads will be responsible for coordinating their work and conducting the affairs of their department in an energy-conscious manner.
      (2)   The Mayor, with approval of the City Council will, from time to time, implement energy conservation programs.
   (E)   Validity.  Should any section or provision of this chapter be declared by a court of competent jurisdiction to be invalid, such decision will not affect the validity of the chapter as a whole or any part thereof, other than the part so declared to be invalid.
   (F)   Seat belt policy.  In accordance with Public Act 83-1507 (Illinois Seat Belt Law), the city requires all employees to use the appropriate occupant restraint protection devices as provided in any vehicle being driven while on official business.
   (G)   Repealing clause.  All ordinances or policies which conflict with provisions set out in this chapter are hereby declared to be repealed.
   (H)   Use of computers.
      (1)   The use of computers in the work place shall be used solely in the performance of the employee's job, concerning the operation of the city.
      (2)   The playing of games on the computer will not be allowed at any time.
      (3)   No personal e-mail will be allowed at any time.
      (4)   Any use of the computers other than in the performance of the employee's duties as stated this division (H) will be subject to disciplinary action according to city policy.
