§ 37.011  EQUAL OPPORTUNITY STATEMENT OF POLICY.
   (A)   It is the policy of the city to provide equal opportunity to all employees and applicants for employment in accordance with all applicable laws, directives and regulations of federal, state and local legislative bodies and administrative agencies. Therefore, it is the policy of the city to announce and advertise all position open for employment.
   (B)   The city will recruit, hire, train and promote persons in all job classifications without regard to race, color, religion, national origin, sex, age, handicap or political affiliation; provided, however, that nothing in this section will impair the right of the city to establish bona fide occupational qualifications for any job category.
   (C)   The city will insure that all personnel actions, including compensation, benefits, transfers, terminations, reductions in work force, rehires, education, tuition assistance, and the like, will be administered without regard to race, color, religion, national origin, sex, age, disability or political affiliation.
   (D)   It is the policy of the city to fill promotions from within the organizational structure. The city will, however, recruit from outside the city service when necessary for the purpose of selecting the best available candidate for the position.
   (E)   When a vacancy is to be filled by promotion, the department head will advertise the vacancy in such a manner that all eligible employees in the city service will have an opportunity to request consideration.
   (F)   All promotions will be recommended by the Mayor and have the final approval of the City Council. If the recommendation is not approved, recommendation from the Committee Chairperson will be considered with final approval of the City Council.
