The purpose of this Personnel Code is to establish, policies, procedures and plans relating to employees of the city. The city reserves the right in the sole discretion of the City Council to add, change, or eliminate its policies, procedures, or plans, or to make special allowances for situations not specifically addressed in this code. This code governs all city employees, but should not be considered as a contract of employment or a guarantee of employment. This code does not apply to officers of the city except where specifically indicated.
