A tax is hereby imposed for the purpose of maintaining public parks in this city at a rate not to exceed .10% of the value as equalized or assessed by the Department of Local Government Affairs for all taxable property therein, in accordance with the provisions of ILCS § 11-98-4 and as authorized by the voters of the city at an election held on May 21, 1946.
