A tax is hereby imposed for the maintenance and employment of a municipal band for musical purposes in this city at a rate not to exceed .04% of the value as equalized or assessed by the Department of Local Government Affairs for all taxable property therein, in accordance with the provisions of ILCS § 11-45-6 and as authorized by the voters of the city at an election held on April 15, 1930.
