The members of the Fire Department shall prepare the bylaws as they deem necessary to designate their officers and to administer the Department. The bylaws and any amendments thereto shall be subject to the approval of the City Council. Whenever the provisions of the bylaws may conflict with the provisions of this Code, state statute or city ordinance, the provisions of this Code, state statute or city ordinance shall prevail.
