(A) Immediately following their appointment the members of the Plan Commission shall meet, organize, elect the officers as it may deem necessary, and adopt and later change or alter rules and regulations of organization and procedure consistent with city ordinances and state laws.
(B) The Commission shall meet on the first Wednesday of each calendar month of the year at 6:00 p.m. Meetings shall take place at the City Hall, but shall be changed from time to time to accommodate large crowds with proper notice and signs posted clearly stating the place of the relocated meeting. Any meeting falling upon a legal holiday, or a holiday observed by the city, shall be held on the following day. Publication of the Commission’s annual meeting schedule shall be provided to the City Clerk for publication with the City Council annual meeting notice for public posting as required by law.
(C) Meetings shall be deferred if there is no pending business to be discussed; however, business which comes up after the regularly scheduled meeting date which was cancelled shall be placed on the agenda for the following month’s meeting whenever possible unless an issue of some emergent need requires a special meeting to be set.
(D) Public hearings shall be conducted at various times and in such a manner as required by regulations under Title XV: Land Usage of this code, and as required by state law.
(E) The Commission shall keep written records of its proceedings, which shall be open at all times to public inspection. The Commission shall also file an annual report with the Mayor and City Council, setting forth its transactions and recommendations if not done previously.
