The utilities owned by the city, and operated by the Public Works Department, shall not be furnished to any individual, or furnished, installed or hooked up to any premises, or any lot of record, unless the owner of the premises or lot of record shall have first obtained either an occupancy permit or a building permit for the use of the premises or the lot in accordance with Chapter 155 of this Code.
