§ 32.04  INSPECTIONS BY BOARD OF HEALTH.
   (A)   The Board of Health shall establish reasonable standards for conducting inspection of all premises within the corporate limits of the city.  All the premises shall be classified by the Board of Health according to use, age, condition, composition of construction, location and other factors the Board of Health may find to be appropriate.
   (B)   Any member of the Board of Health, at any time between the hours of 8:00 a.m. and 6:00 p.m., may enter any premises within the corporate limits of the city and inspect all parts thereof when the member:
      (1)   Has obtained the consent of the owner or occupant of the premises to so enter and inspect; or
      (2)   Has determined that the entry and inspection is in accordance with the standards for inspection established by the Board of Health and has obtained a search warrant identifying the premises to be entered and the purpose of the inspection; or
      (3)   Has reasonable cause to believe that the condition of the premises or some part thereof is prejudicial, obnoxious or dangerous to the public health and has obtained a search warrant identifying the premises to be entered and the purpose of the inspection.
