Within 5 days after notification and request, any person who has been an officer, or employee, shall deliver to his successor in office all property, books and effects in his possession, belonging to the city, or appertaining to the position he or she has held. Upon his refusal to do so, he or she shall be liable for all the damages caused thereby and shall be deemed in violation of this chapter.
