§ 30.23  RULES OF PROCEDURE.
   The Mayor shall preserve order and decorum and shall decide all questions of order, subject to an appeal to the City Council.  Appeals to the City Council shall be decided without debate.  On all points of order not herein specifically provided for, Robert’s Rules of Order is adopted and made the law governing the deliberations of the City Council.
