§ 30.16  SPECIAL MEETINGS.
   The Mayor or any 3 Aldermen may call a special meeting of the City Council by notifying the City Clerk of such a meeting.  The Clerk shall notify the Mayor, Aldermen, and appropriate officers at least 24 hours in advance of the special meeting, either personally or by leaving a message at his usual place of abode, stating the purpose for which the meeting is called.  No business shall be transacted at a special meeting except that mentioned in the Clerk’s notice unless the entire City Council is present and all members agree to the transaction of other business.  The Clerk shall enter into the minutes of a special meeting proof that all members were notified.  The Clerk shall give public notice of a special meeting in the manner provided by state statute.
