(A) If a vacancy in the office of the Mayor occurs, the City Council shall elect 1 of its members to be Acting Mayor to hold office until a new mayor is elected and qualified, as provided by ILCS § 3-4-6.
(B) If the Mayor is unable to perform his duties because of temporary absence from the city or disability, the City Council shall elect 1 of its members to be Mayor Pro Tem in accordance with ILCS § 3-11-7.
(C) If a majority of the Aldermen present at a City Council meeting agree that an emergency exists during the temporary absence of the Mayor, they may appoint an Alderman to act as Temporary Mayor in accordance with ILCS § 3-4-6.1.
(D) If the Mayor is not present at a meeting of the City Council, the senior Alderman shall act as presiding officer of the meeting during the absence.
(E) An Acting Mayor, a Mayor Pro Tem, a Temporary Mayor, and an Aldermen acting as presiding officer may vote in his capacity as Alderman but may not be entitled to a second vote on any single matter.
