(A) A base or datum for the levels of the city, be and same is hereby fixed in the place passing horizontally through a lead plate set in the top part of the first or lower concrete step leading to the front door at the southeast corner of the First National Bank building in the city, the elevation of the datum or base being 649.61 feet above mean sea level at the City of Biloxi, in the State of Mississippi.
(B) All grades and levels in the city which do not have reference to the base established in division (A) herein may be changed and all grades which may be hereafter established shall have reference to and be established according to the base or datum line of this section.
