§ 52.18 METER HOOK-UP POLICY.
   (A)   This chapter is enacted pursuant to the policy of hooking-up to city utilities to accomplish the following purposes:
      (1)   Outside city limits the meter must be placed by the water main, under the inspection of the Superintendent’s discretion. The total expense will be the land owner’s responsibility;
      (2)   No multiple meters will be allowed on a service line;
      (3)   If possible persons must annex into the city limits;
      (4)   If not possible to annex into the city limits, it would be handled on a case by case situation; and
      (5)   No sewer or gas will be furnished outside city limits.
   (B)   The following monthly charges shall prevail for gas usage and consumption:
      (1)   Inside corporate limits:
         (a)   Beginning May 1, 2014, residential customers will be charged a flat meter rate of $7 per month regardless of gas consumption. Business customers will be charged a flat meter rate of $13;
         (b)   Beginning May 1, 2015, residential customers will be charged a flat meter rate of $8 per month regardless of gas consumption. Business customers will be charged a flat meter rate of $14;
         (c)   Beginning May 1, 2016, residential customers will be charged a flat meter rate of $9 per month regardless of gas consumption. Business customers will be charged a flat meter rate of $15; and
         (d)   In addition to the flat meter rate, residential and commercial customers will be charged a rate which takes into consideration city’s reserve fund to maintain the gas system, all applicable taxes the city is required to collect, and the purchase price of natural gas; that is to say, the city will implement a fluctuating rate in accordance with and taking into consideration all aforementioned criteria.
      (2)   The following rules and guidelines apply to gas rates.
         (a)   The consumer shall pay no less than the minimum meter charge in the event the consumer requests temporary service disconnection.
         (b)   Gas consumption shall be calculated from meter reading and billed in increments of 100 cubic feet rounded downward to the lower thousand, unless and until the meters or computers in use shall become capable of more precise measurements.
