The Health Officer or his authorized representative shall have the authority to order in writing that the owner, tenant or occupant of any building or premises make such alterations in the construction and location of drains, sinks, or private sewage disposal systems as, in his opinion, may be necessary to protect the public health and to require the same if and when he deems it proper to protect the health of the public.
"Health officer or his authorized representative" includes any officer, agent or representative of the Wood County-Parkersburg Health Department, or any representative of the State Health Department or any other person designated by the Mayor and Council as Health officer.
The failure of any owner, tenant or occupant to comply with the written order and requirements, as above provided, within five days after having received the notice, shall constitute a violation of this section. (1965 Code §10-2)
