Procurement of the following described services shall not be required to be obtained by competitive bidding, to wit: legal, engineering, accounting, financial and investment, architectural, drafting, and consulting services; provided, however, that nothing contained herein shall prevent or prohibit procurement of any of the aforementioned services upon competitive bids, as may be directed from time to time by Council.
