(a) Each owner or occupant of a residential unit being subject to the provisions of this article shall pay to the City a fee of two dollars and fifty cents ($2.50) per month.
(b) Such fees shall be billed to the owners or occupants of the property being the subject of this article each month. Such fees shall be due and payable within twenty days from the date of such billing. If not paid when due there shall be a late charge of ten percent (10%) of the amount assessed. The City Treasurer may make such other provisions, consistent with this article, as he deems proper or necessary for the billing and collection of the fees imposed herein. The City Treasurer shall prescribe such forms and records as shall be used for collection and accounting of all moneys billed and received hereunder.
