(a) Each owner or occupant of a residential unit being subject to the provisions of this article shall pay to the City a monthly fee; said fee to be the per household monthly amount as is determined through the competitive bid process.

(b) The Recycling Coordinator and Code Enforcement Officer, or other duly authorized officer, designated by the Mayor, is hereby given authority to promulgate and enforce any and all reasonable rules and regulations necessary or proper to carry out the purposes and objects of this article.
