The Vienna Board of Parks and Recreation and Director shall adopt, establish and promulgate rules and regulations governing the operation and use of the swimming pool located in Jackson Memorial Park which rules shall be duly posted at the entrance to the swimming pool and may, from time to time, as the Board of Parks and Recreation and Director shall determine, amend the same.
