(a) The park, which is managed and operated by the Board and Director, shall be closed to park visitors from 12:00 midnight until dawn, with the following exceptions: A facility being used by a group with a written authorization signed by the President or Director.
(b) In addition to the general closing of the park from 12:00 midnight to dawn, the individual facilities in the park will be closed from dark to dawn unless the facility is staffed, lighted and open to serve park visitors, in which case the facility may be made available to the visitors until 12:00 midnight.
