Any developer or other person desiring an extension of sanitary or storm sewer lines to an area proposed to be developed shall file written application with the City, and thereafter, upon request of the City, deposit with the Treasurer the amount of money as may be necessary to enable the City Engineer to make a preliminary study to determine the feasibility of the extension and to estimate the cost thereof.
