For the purposes of this article, the following words and phrases have the meanings respectively ascribed to them by this section:
(a) "Cost of extension" means the cost of all labor, material, rights of way, advertising, engineering and legal fees.
(b) "Extension" includes all necessary accessories and appurtenants used in or connected therewith.
