929.09 BILLING; DELINQUENT BILLS; WATER SERVICE DISCONTINUED.
   Meters shall be read monthly and all bills for water and sewerage services shall be rendered monthly and shall be payable as provided in Section 925.08. If the bill is not paid within the period as provided in Section 925.08, the bill shall be deemed delinquent. Billings for sewerage service and water delivered to the same premises shall be included in the same bill and collected in the aggregate. The City Recorder or other officer or agent of the City as may be designated from time to time by Council shall render the bills for water and sewerage services and the same shall be collected and accounted for in the manner as prescribed by law. If any delinquent bill is not paid within sixty days after date thereof, the lien in the amount of the bill upon the real property served by the combined waterworks and sewerage system shall be enforced by the City in a civil action to recover the money due for the services rendered plus a reasonable attorney's fee, and to the full extent then permitted by law the Superintendent or other officer or agent of the City in charge of the operation of the combined waterworks and sewerage system shall cause the water service to the premises served to be discontinued or shut off, and an additional fee or charge of five dollars ($5.00) shall be made and collected for reinstating service when any such delinquent bill is paid.
