The schedule of rates or charges apply to all residential, commercial and industrial establishments in any manner directly or indirectly connected with and served by the combined waterworks and sewerage system of the City, and any person charged the rates or charges and dissatisfied therewith by reason of peculiar or unusual use or occupancy of any premises and consequently alleging peculiar or unusual uses or services of the combined waterworks and sewerage system, may file application with the City for reclassification.
