Whenever the Department of Public Works finds that any User has violated or is violating this article, Industrial Discharge Permit, or any prohibition(s), limitation(s) or requirement(s) contained herein, the Department of Public Works may serve upon such a User a written notice stating the nature of the violation. Within fifteen (15) days of the date of the notice, a written plan for the satisfactory correction thereof shall be submitted to the Department of Public Works by the User.
