925.19 HARMFUL DISCHARGES.
   (a)    The Control Authority shall notify a User of a violation of this article or the City's or POTW treatment plant's respective NPDES permits in writing stating the nature of the violation, accompanied by a written order to cease in the cause of the violating discharge, and providing a reasonable time frame for permanently eliminating the violation.
   (b)    Any User notified by the Control Authority of a violation of this article or the City's or POTW treatment plant's respective NPDES permit shall immediately stop and/or eliminate the cause of a violating discharge. Failure by the User to cease the violation within the time specified in the Control Authority's order shall be grounds for the suspension of the User's Industrial Discharge Permit and/or suspension of sewer system services.
   (c)    Upon written notification by the Control Authority of a violation, the Department of Public Works may suspend sewer system services and/or the offending User's Industrial Discharge Permit when such a suspension in the opinion of the Department of Public Works is deemed necessary and appropriate to stop an actual or threatened violation which presents or may present an imminent or substantial endangerment to the health or welfare of persons, to the environment, cause interference to the sewer system, or cause the City or POTW treatment plant to violate any condition of their respective NPDES permits.
   (d)    In the event of a failure of the User to comply voluntarily with the suspension order of the Department of Public Works, the Department of Public Works shall take such steps as deemed necessary, including immediate severance of the sewer connection, to prevent or minimize damage to the sewer system or endangerment to any individuals. The Department of Public Works shall reinstate the User's Industrial Discharge Permit and/or sewer system services upon proof of the elimination of the violation.
   (e)    A detailed written statement submitted by the User describing the causes of the violation or harmful discharge and the measures taken to prevent any future occurrence shall be submitted to the Department of Public Works within fifteen (15) days of the date of the
