925.12.10 EXCESSIVE DISCHARGE.
   (a)    No User shall ever increase the use of process water or in any way attempt to dilute a discharge as a partial or complete substitute for adequate treatment to achieve compliance with the limitations contained in the National Categorical Pretreatment Standards, or in any other pollutant-specific limitation developed by the City or State.
   (b)    Each User shall provide protection from accidental discharge of prohibited materials or other substances regulated by this article. Facilities to prevent accidental discharge of prohibited material shall be provided and maintained at the Owner's or User's own cost and expense.
   (c)    Department of Public Works personnel shall perform inspections of a User's facilities and shall notify any User if modification of its facilities is required. Detailed plans and operating procedures for the existing facilities shall be submitted to the Control Authority for review and approval within thirty (30) days of request for such submission by the Control Authority.
   (d)    If modification of the facilities is required, detailed plans and operating procedures for the modification shall be submitted to the Control Authority for review and approval within ninety (90) days of the Control Authority's request to the user for modification. Construction of the modification shall be completed within two hundred seventy (270) days of the Control Authority's notification of need for modification.
   (e)    No User who commences discharge to the sewer system after the effective date of this article shall be permitted to introduce pollutants into the sewer system until after facilities to prevent accidental discharge of prohibited or regulated material(s) have been inspected and approved by Department of Public Works personnel and are completely constructed and are fully operational.
   (f)    Review and approval of such plans and operating procedures shall not relieve the Industrial User from the responsibility to modify the User's facility as necessary to meet the requirements of this article. In the case of accidental discharge of prohibited or regulated material(s), it is the responsibility of the User to immediately telephone and notify the Department of Public Works of the incident. The notification shall include location and time of discharge, type of waste, concentration and volume, and corrective action taken by the User.
