925.12.7 INSPECTION AND SAMPLING.
   (a)   The Department of Public Works shall be allowed to inspect the facilities of any User to ascertain whether or not the purpose of this article is being met and all requirements are complied with. Persons or occupants of premises where wastewater is created or discharged shall allow the Department of Public Works or its representatives ready access at all reasonable times to all parts of the premises, for the performance of their duties for the purposes of inspection, sampling, records examination and record copying.
   (b)   The Department of Public Works, acting in its capacity as the Control Authority, the Approval Authority (West Virginia is an approved NPDES State and is the Approved Authority), and the EPA shall have the right to set upon the User's property such devices as are necessary to conduct sampling inspection, compliance monitoring and/or metering operations.
   (c)   Where a User has security measures in force which would require proper identification and clearance before entry into their premises, the User shall make necessary arrangements with their security guards so that upon presentation of suitable identification, personnel from the Department of Public Works, the Approval Authority and the EPA will be permitted to enter, without delay, for the purpose of performing their specific responsibilities.
