925.10.1 GENERAL DISCHARGE PROHIBITIONS.
   (a)    No User shall introduce, discharge, cause or allow to be introduced or discharged, either directly or indirectly into the sewer system, any pollutant or wastewater which will interfere with the operation or performance of the sewer system, will pass through the sewer system untreated, or will otherwise cause the sewer system and the City or the POTW treatment plan to violate the requirements of their respective NPDES permits.
   (b)    These general prohibitions apply to all Users of the sewer system whether or not the User is subject to National Categorical Pretreatment Standards or requirements.
   (c)    No User shall discharge, cause or allow to be discharged, any unpolluted waters such as stormwater, groundwater, roof runoff, subsurface drainage, or cooling water to any sanitary sewer of the sewer system.
   (d)    Where, in the opinion of the Control Authority, a user discharges a pollutant or pollutants having the potential to cause interference, pass-through, or permit violation, as stated in subsection (a) hereof, the Control Authority may require pretreatment or the implementation of best management practices, subject to review and approval of Control Authority, to control the discharge of such pollutant or pollutants.
