Whenever two or more individuals receive an equal number of legal votes for the same office, if the number be the highest cast for the office, Council shall decide by lot which of them shall be returned as elected, and shall make their return accordingly. Such determination “by lot” shall be conducted by placing the names of such candidates in a suitable container and by drawing a single name from such container.
