(a) Any new building or addition and improvements to any such building, which are located within the 100 year flood plain as determined by the City's flood plain map, shall not contain any opening into the sanitary drain below the level of eight inches underneath the bottom of the joist of the first floor.
(b) Any basement floor drain and any fixture located in the basement of any such building below the elevation shall contain or be serviced with a sump pump with a check valve and waterproof top with outside air vent, all of which shall be approved by the Director of Public Works, or his designated agent, prior to installation and construction.
(c) Any violation of this section shall be subject to those penalties set forth in Section 925.24 et seq. Each day's continued violation shall constitute a separate offense.
