Council shall hold a meeting on the first Tuesday of the month, next preceding the date on which any election is to be held and appoint three Commissioners and two Clerks to hold the election in each precinct in the City. The election Commissioners and Clerks shall be selected from the two political parties which at the past preceding State general election cast the highest and the second highest number of votes. The provisions of West Virginia Code 3-1-28, as amended, shall be applicable insofar as practicable regarding the number, manner of selection and duties of all Election Commissioners and Clerks. No person shall serve as an Election Commissioner or Poll Clerk in any election unless he or she has attended an instructional training film as provided for in West Virginia Code 3-1-46, as amended, except in the case of an emergency which would prevent a person from attending the instructional program, in which case Council may appoint such person as a Commissioner or Poll Clerk notwithstanding that such person has not received the instruction. In all special Municipal elections the Board of Election officers shall be appointed not less than twenty days before the special election.
