The Director of Public Works shall inspect sidewalks and footways along the streets of the City and whenever any such sidewalk or footway is not in a good condition of repair or does not meet the requirements as to the manner of construction in material and width and other requirements stated in Sections 909.01 and 909.02, the Director shall report the same to the Mayor and Council, who shall then give ten days' notice in writing to the owner of the property abutting on the faulty sidewalk or footway, to repair or rebuild the sidewalk, which notice shall be in the following form and words:
"To __________________ Please take notice that the sidewalk along Street and along which your property abuts is defective in the following respects: Please be notified further that unless you correct said defects and construct said sidewalk in accordance with the requirements of the ordinances of the City of Vienna within a period of ten days from the date hereof, the said City shall cause said defects in said sidewalk to be corrected and the cost of correcting said defects shall be assessed against your property.
