If any provisions of this article shall be declared invalid or unconstitutional by any court of competent jurisdiction, such declaration shall not invalidate any other provisions of this article. The City of Vienna hereby declares that they have adopted each and every portion of this article separately regardless of the possible invalidity of any part thereof.
