907.04 CREATION OF A VIENNA TREE AND BEAUTIFICATION COMMISSION.
   (a)   There is hereby created and established a Vienna Tree and Beautification Commission for the City of Vienna. All members, except as set out below, shall be appointed and approved by the Mayor and which shall consist of not more than eleven (11) members.
   All members shall be residents of the City of Vienna.
      (1)   One member shall be the Mayor or his/her designee.
      (2)   One member shall be the City Forester. In the event the City does not have a City Forester, this position may be filled by a resident of the City of Vienna.
      (3)   EXCEPTION: The residence requirement may be waived for any person who offers a skill or possesses knowledge that may be beneficial to furthering the goals and objectives of the Tree and Beautification Commission; or for any person who is employed by the City of Vienna or the Vienna Utility Board; or owns or operates a business in the corporate limits of the City of Vienna.
   (b)   Attendance. In the event that a member of the Commission fails to attend three consecutive regular Commission meetings, with the exception of the Mayor or his/her designee, or the Vienna Council Representative or his/her designee, or the City Forester, said Commissioner may, upon vote of the remaining Commissioners, be removed from the Commission and relieved from his/her duties. Upon removal, the Mayor shall, in accord with Section 907.05 of the Vienna Municipal Ordinances, appoint a new member to fill the remaining term.

   (c)   The Tree and Beautification Commission shall:
      (1)   Develop a master plan for the beautification of the City of Vienna community.
      (2)   Review suggestions for projects.
      (3)   Develop guidelines for funding projects or awarding grants.
      (4)   Develop a plan and make recommendations to the City Council.
      (5)   Make goal-based recommendations regarding code enforcement, zoning, and public works projects.
      (6)   Encourage private investment and volunteer involvement.
      (7)   Establish awards and recognition programs as appropriate to recognize achievement in the beautification of the City.
      (8)   Advise and consult with the forester on any matter pertaining to Article 907 including, but not limited to, setting policy concerning selection, planting,
maintenance and removal of trees shrubs and other plants within the City.
      (9)   Allocate funds to arboricultural activity and expenditures of such funds.
      (10)   Establish educational and informational programs.
      (11)   Development of policies and procedures regarding the Foresters duties and the issuance of permits required by this Chapter.
