There shall be a Mayor, a Recorder and five Councilmen who shall be elected at large and who together shall form the governing body of the City. The term of office of each of the officers shall be four years, commencing on the first day of July following his election. Each officer shall hold his office until his successor is elected or appointed and qualified according to law. (6-25-81)
