(a) The City Treasurer may refuse to issue any license required by this article to any person, firm or corporation delinquent in the payment of any tax or fee due the City under any ordinance or tariff until such delinquent tax or fee is paid.
(b) Once a business license has been revoked, the owner of said business can do only those things that would be normal and incidental to the closure of said business.
