Any general contractor failing to comply with the provisions of this article shall, upon conviction thereof, be subject to fine or penalty in the sum of ten dollars ($10.00) per day for each day the names and addresses of its subcontractors have not been so furnished as provided herein. In the event the general contractor fails to supply the names and addresses of its subcontractors as required herein on or before January 31, April 30, July 31 or October 31, as the case may be, such general contractor violating the provisions of this article shall not be entitled to receive any building permits until the requirements of this article are fully complied with.
