All license fees are hereby declared to be debts owing to the City for which the licensee shall be personally liable and the Recorder may enforce this liability, in the name of the City, by appropriate civil action in any court of competent jurisdiction, and the Recorder is hereby vested with the same rights to distrain for the same as is vested in the Sheriff for the collection of taxes and may require the assistance of any member of the Police Department in levying such distress within the City.
