735.06 APPEALS.
   Any person feeling aggrieved by the decision of the Recorder in refusing to issue any license, in the amount of the fee assessed therefor or in any other respect, may, within fifteen days from the date of the decision, file a written petition with Council to review the decision. Council shall review the decision of the Recorder and in its discretion affirm, reverse or alter the same in any respect, and by written decision affirm the Recorder's decision or direct the Recorder to issue or revoke the certificate of license, or alter any of the conditions or terms of its issuance to conform to the findings of Council. Council, in reviewing the decision, may administer oaths, take a testimony, require the attendance of any witnesses having knowledge of the matter in controversy, and examine any pertinent books, papers, records, memoranda or equipment of the petitioner.
   Any person feeling aggrieved by the decision of Council may, within thirty days from the date of such decision, file a petition with the County Circuit Court to review the decision.
