The users of the special services of police protection and fire protection are hereby declared to be the occupants whether tenants or owners of all residential premises (which term includes house, trailers and apartments), manufacturing plants and all business premises, (which term includes all businesses involving the sale of tangible personal property or the rendering of a service with the object of economic benefit) within the City.
